Presentation: Can We Afford Performance?

Dr. Otis is an environmental consultant whose primary interest has been in developing low-cost technological and institutional approaches to wastewater treatment in unsewered areas. Dr. Otis has been involved in research and demonstration of wastewater collection, treatment, and disposal alternatives since 1970. He is a principal contributor to both USEPA onsite treatment manuals and the Voluntary National Guidelines for sustainable onsite and cluster treatment.

Dr. Otis also assists counties and states with incorporation of performance management into their onsite-cluster treatment regulatory programs.
