Speaker: Fred W. Liebe

Presentation: Introduction to the State Emergency Management Assistance Compact (EMAC)

Mr. Liebe was appointed as the Deputy Director for the Oklahoma Department of Emergency Management on September 1, 2002. He joined the Department in October 1993 as the Exercise Training Officer. While with the Department, Mr. Liebe was also the State Coordinating Officer for two federal emergency disaster declarations; eight federal major disaster declaration; 13 federal fire suppression assistance declarations; and 25 state disaster declarations.

Prior to accepting a position with the State of Oklahoma, he spent 28 years as a United States Army Military Police Officer.

Currently, Mr. Liebe is the EMAC Lead State Representative for FEMA Region VI and the EMAC Coordinator for the Oklahoma Department of Emergency management. He has been involved with various levels of emergency management operations since January 1964.
